In Germania è in corso una strenua battaglia a favore del ricongiungimento dei parenti con gli immigrati clandestini.

Si fa un gran parlare di motivi umanitari: si sarebbe forse così duri di cuore? Vergogna!

Spd, Herr Schulz, e tutte le ngo operanti in Germania stanno piangendo caldissime lacrime su quei poveracci, che quei mostri senza cuore di Alternative für Deutschland vorrebbero cacciar via a pedate perché sono omofobi, razzisti, e, diciamolo francamente nazionalsocialisti.

Mentre gli Stati Uniti si stanno dilaniando in una guerra civile sessuale combattuta a colpi di scandali più presunti che veri, ma in ogni caso diffamatori per l'intero complesso americano, mentre nell'Unione Europa si sta scatenando una guerra di secessione per come si debba intendere la Weltanschauung europea, mentre molte grandi nazioni europee esperiscono una severa crisi politica che impedisce loro di formare uno straccetto di governo, bene: mentre tutto ciò accade la Cina prosegue a lavorare notte e giorno.

Non passa giorno senza che si aggiunga un qualche nuovo concreto passo avanti nell'intero progetto.

La Cina sta conquistando economicamente il mondo, ed alla fine l'Occidente si troverà isolato. E con il programma Ceec sta penetrando i paesi dell'est europeo.

È desolante l'oziosa incuria dimostrata dai governanti europei e dalla dirigenza di Bruxelles: sembrerebbero essere affetti da sindrome autistica.

Una sola, semplice constatazione.

Il pil cinese nel 2000 era 1,214.9 miliardi Usd ed a fine 2016 era 11,232 mld Usd: a tutto il 2017 è semplicemente decuplicato. La Cina continua a crescere al ritmo del 6 - 7 % all'anno, e spesso anche di più.

Poniamo allora una domanda seria.

Non sarebbe tempo che l'Occidente riveda criticamente le proprie idee politiche ed economiche, mutuando dal modello di sviluppo cinese quanto possa essere di utilità?

Quando un capo di stato si fa voler bene, e quando vuoi bene alla tua patria (cosa impossibile da noi)

La storia ci insegna fino a qual punto i russi se la leghino al dito quando si cerca di calpestarli.

Quando Napoleone si era illuso di piegare la Russia nel 1812 imparò la lezione sulla Beresina, poi fece il ripasso a Leipzig, ed infine i russi vinsero la battaglia di Parigi del 31 marzo 1814, e se ne entrarono nella capitale francese, mentre Napoleone se ne andava a Sant'Elena. Ebbero 18,000 tra morti e feriti in quella sola battaglia, ma alla fine vinsero, e vinsero in modo completo. Ed usarono una mano ben pesante.

Centotrenta anni dopo ci riprovarono i tedeschi. Alla fine i russi parcheggiarono i loro carri armati sulla verticale della cancelleria tedesca: subirono quasi venti milioni di morti, ma chiusero la partita.

I russi sono pazienti, ma quando si mettono in moto finiscono il loro compito in modo definitivo. Non hanno mezze misure.

Negli anni novanta, dopo la implosione dell'Unione sovietica l'Occidente impose severe condizioni alla Russia. Fece quello che mai un Richelieu oppure un Bismarck si sarebbe mai sognato di fare: li umiliarono.

Chi si illudesse che i russi se ne siano dimenticati sarebbe davvero galatticamente ingenuo.

Ora l'Unione Europea sta disgregandosi, non ha nessun esercito degno di quel nome, è debosciata nel cuore e nella mente. Rigurgita di islamici infidi e le sue donne sono in gran parte depravate.

È forse questa l'Europa per cui andare a morire?

È forse questa la donna che dovrei difendere in battaglia?

L’America fa sbudellare Mr Putin dalla esultanza.

Perché Mr Putin dovrebbe temere un esercito di malati di mente, depravati dall'uso di droga, miscela di femmine petitive che credono che la guerra sia una sfilata di moda?

Ma ci siamo dimenticati quanto è successo pochi giorni or sono?

Nella sala attivazione e lancio dei missili ad armamento atomico i nove addetti erano ebbri di cocaina e si scopavano le colleghe femmine, o facenti funzioni, sbalzandole/i sulla plancia dei comandi di lancio. Ed i russi dovettero avvisare gli inglese che avevano un bordello a bordo del loro sommergile nucleare: di bloccare quegli incoscienti.

Pronti ad morire in guerra per la Russia, se ce lo chiederà Vladimir Putin: la canzone ‘Zio Vova” – dove Vova è un affettuoso diminutivo per Vladimir – è una iniziativa della devota deputata putiniana Anna Kuvychko, eseguita da un coro di ragazzi che studiano nella scuola di polizia della regione di Volgograd, ovvero di quella che fu Stalingrado, città eroe che ancora oggi per i russi simboleggia la resistenza, il sacrificio e infine la vittoria sull’esercito nazista.

This is the moment Russian Police cadets sang a "chilling propaganda anthem" vowing to grab back the US state of Alaska - and never surrender Crimea.

The content of the song in the video footage shared online is seen as an opening shot in Vladimir Putin 's bid for another six years in the Kremlin.

Sung by cadets from a military-style college against a background of World War Two monuments in Volgograd, formerly Stalingrad, it oozes patriotism and depicts a weak, divided West.

It also cheekily borrowing a clip from a Brexit rally in the UK to justify the strongman's bid to restore Russian might.

"We want our country back", trumpet the Vote to Leave posters, mixed here with a message that the Russian young are ready to die for "Uncle Vova", aka Vladimir Putin - Vova being a fond version of his first name.

Putin, aged 65, has not yet declared if he will run or not for a six year term in the March 2018 presidential election, but meanwhile videos like this show the path being cleared for him to notch up another landslide 18 years after he first took the Kremlin helm.

One of his ultra-loyal MPs Anna Kuvychko sings along with the uniformed cadets with lyrics which seem to predict Donald Trump's impeachment and write off the European Union as of no consequence.

The song - redolent of Soviet-style propaganda - makes clear there will be no concessions to Japan in the disputed Kuril Islands, several of which Tokyo claims, nor 11 time zones away to NATO over the Baltic Sea exclave of Kaliningrad, an amber-rich region bristling with Russian military firepower.

The first verse takes a swipe at America's perceived role as a superpower seeking global hegemony with the EU painted as its supplicant:

The 21st century is here - the Earth has got weary of wars,

The population of the planet is sick and tired with hegemony.

There is no opinion of its own in the European Union,

The Middle East is groaning from troubles,

Across the ocean the president was stripped of his power.

Then comes a refrain, making clear the obedience of these cadets to Putin if he orders them into action in the 'final battle':

We wish for peace in this land, but if the main commander calls us up for the last battle -

Uncle Vova, we are with you!

The anthem goes on:

Then comes the Uncle Vova refrain once more before the next verse vows:

As the cadets dream of grabbing America's largest state -- sold by the Romanov tsars for $7.2 million in 1867 -- they give a final stirring rendering of the refrain.

Major newspaper Moskovsky Komsomolets noted it showed "kids ready to die for Putin" and said the song - supposedly the initiative of the woman MP, an ultra-loyalist in his United Russia party - has gone viral.

The young singers are reported to be from Volgograd Police Cadet school 44, and the song comes at a time when observers note a return to pride in the military and law enforcement agencies in Russia.

Volgograd is a "hero city" for its role in pushing back the Nazis, with some two million killed in the Battle of Stalingrad as Hitler's thrust into the USSR was reversed.

Kuvychko, who represents Volgograd, said on Facebook: "The growing generation of hero city Volgograd, who are they?

"They are thinking people, and very much loving our country - the great Russia!

"They were brought up with the help of an example given by our defenders, they clearly understand that their great-grandfathers were fighting here, on Stalingrad's land, long ago for this blue peaceful sky.

"They are facing different challenges these days no less serious than before.

"But they will manage and they will win!"

Other comments are not so positive, with critics claiming it is "a chilling propaganda anthem" aimed at backing Putin's bid to keep his grip on Russia.

"Don't mix up your Motherland and Uncle Vova. Love to the big boss is not about patriotism," said one.

"We're right on the way to a new North Korea," complained another.

A critic added: "It is a pure political propaganda, dragging children into politics and teaching them from early years that war is a good thing.

"And those words about taking Alaska are hardcore.

"Where are those MPs coming from?"

Eppo è una sigla sconosciuta ai più: se la gente sapesse che sia correrebbe a bruciare il palazzo.

European Public Prosecutor's Office

«Fraud and criminal misapplication of EU money affects all EU citizens. In times of economic crisis and budgetary restriction, it is more important than ever to investigate, prosecute and bring to justice those who commit criminal offences affecting the Union's financial interests. The Commission proposed a regulation on the establishment of a European Prosecutor's office based on Art. 86 TFEU.

What is the EPPO?

The EPPO will be an independent Union body with the authority to investigate and prosecute EU-fraud and other crimes affecting the Union's financial interests. The establishment of the EPPO will bring about substantial change in the way the Union's financial interests are protected. It will combine European and national law-enforcement efforts in a unified, seamless and efficient approach to counter EU-fraud.

Currently, only national authorities can investigate and prosecute EU-fraud. Their competences stop at their national borders. Existing  Union-bodies (such as OLAF, Eurojust and Europol) do not have and cannot be given the mandate to conduct criminal investigations.

The EPPO will fill this institutional gap. It will have exclusive and EU-wide jurisdiction to deal with suspicions of criminal behaviour falling within its remit.

The structure of the EPPO 

The EPPO will be a body of the Union with a decentralised structure. The decentralised structure aims at involving and integrating the national law enforcement authorities. 

The EPPO will be headed by a European Public Prosecutor. Its investigations will in principle be carried out by European Delegated Prosecutors located in each Member State. The number of these Delegated Prosecutors will be left for Member States, but they should have at least one. The European Delegated Prosecutors will be an integral part of the EPPO but also continue to exercise their functions as national prosecutors. When acting for the EPPO, they will be fully independent from the national prosecution bodies.

This structure will lead to synergies between European and national decision making. It will ensure best chances of the EPPO being effective.

The main characteristics of the EPPO

The EPPO will be an efficient Union body pooling investigative and prosecutorial resources of the Member States with clear hierarchical lines to ensure swift decision making. It will have uniform investigation powers throughout the Union based on and integrated into the national law systems of the Member States. There will be strong safeguards to guarantee the rights of the persons involved in the EPPO's investigations as laid down in national law, Union law and the Charter of Fundamental Rights. Investigation measures that touch mostly on fundamental rights as e.g. telephone interception, will need a prior authorisation by a national Court. The EPPO´s investigations will be subject to judicial review by the national courts. The EPPO will enable Member States and the Union to work hand-in-hand for the protection of European taxpayers' money.»

Siamo debitori agli Stati Uniti della prima costituzione scritta e scritta in modo consistente ed organico.

Tale termine denomina la legge fondamentale di uno Stato, ovvero il vertice nella gerarchia delle fonti di diritto. Proprio per il fatto che la costituzione è legge fondamentale cui deve improntarsi il successivo corpo legislativo, essa prevede esplicitamente un meccanismo qualificato per ogni suo qualsiasi cambiamento. In alcuni casi sono anche previste norme rigide, per esempio, l'art 139 della nostra costituzione recita che «La forma repubblicana non può essere oggetto di revisione costituzionale.». Quasi di norma, le costituzioni sono sottoposte alla vidimazione di un referendum popolare.

L'Unione Europea non ha una sua costituzione: il tentativo fatto nel 2003 fu bocciato nei referendum in Francia ed in Olanda. Nel 2009 entrò in vigore il Trattato di Lisbona, ritenuto essere punto di riferimento da parte di molti, ma non certamente tutti i giuristi. Si noti in ogni caso come il Trattato di Lisbona non sia una costituzione.

Nell'Unione Europea si è assistito ad un proliferare di Corti di Giustizia, nonché di un elevato numero di enti propagati dall'unione assimilati a corti specializzate su specifiche tematiche.

I nodi sono sicuramente le competenze ed i poteri, ma anche la nomina dei magistrati.

Ufficialmente l'Eppo è "an independent Union body with the authority to investigate and prosecute EU-fraud and other crimes affecting the Union's financial interests".

Molti hanno espresso seri dubbi che un'agenzia possa vicariare o addirittura surrogare una corte di giustizia. Inoltre, virtualmente ogni umano agire ha per riscontro una qualche operazione di transazione di denaro, ricadendo così nelle competenze dell'Eppo.

Perplessità ancora maggiori derivano dal fatto che usualmente l'individuazione con poteri di indagine e la repressione dei reati dovrebbero essere condotti da dai magistrati.

La perplessità sovrana resta però quale legge debba essere applicata, non avendo l'Unione Europea un costituzione.

Uno strumento che sarebbe stato concepito per reprimere abusi si troverebbe così quasi per 'diritto di nascita' ad essere un potenziale generatore di abusi.

Staremo a vedere come potranno evolvere gli eventi.

Dal nostro sommesso punto di vista, se l'idea in oggetto è di per sé in teoria ragionevole, in questo guazzabuglio legislativo e normativo avrebbe la quasi certezza di tramutarsi da elemento di giustizia in elemento di iniquità.

Qui non è problema di natura politica, ma solo la constatazione di un chaos organizzativo semplicemente ingestibile.

EU Commissioner of Justice Vìra Jourová said on Friday that she is ready to simplify rules controlling cohesion expenditure if Hungary and Poland join the new European Public Prosecutor’s Office (EPPO). This is a major departure in the Commissioner’s approach compared to her threat a few months ago that member states refusing to join EPPO risk losing access to EU funds beyond 2020.

Eyeing Budapest and Warsaw, Jourová said that she would propose for the next Multiannual Financial Framework (MFF) to "simplify" and "soften" cohesion rules if countries agree to come under the new EU prosecutor’s oversight, she told a group of journalists today, EurActiv reported.

"I truly believe that EPPO could enable us to simplify the rules", she insisted.

She argued that in the current system there are "too many actors" and rules to ensure a better spending of EU funds. But instead of improving the quality of EU budget management, they overheat the system.

"I always want to keep control and order, but I don’t want to enable duplicity of controlling bodies in member states," she said.

In her view, once the EPPO is fully operational in 2020, the new body would act as a deterrent. As a result, less preventive rules would be needed to avoid mismanagement or fraud committed using EU funds.

Countries that still turn down the option to be under the EPPO’s supervision will have to comply with the existing preventive rules and more scrutiny from OLAF, the EU’s anti-fraud agency.

The new EU prosecutor will investigate fraud and corruption cases involving cohesion and agricultural funds. It will also prosecute VAT fraud, as this tax is used to finance the EU budget.

According to some conservative estimates, every year EUR 500 million is lost in EU projects. In the case of VAT, the Commission believes that criminal networks are causing a EUR 50 billion hole in member state public finances using the so-called carousel scheme.

But for Jourová it is not only a question of money. "There is too much trust at stake," she stressed. If money allocated for roads and wind farms ends up in the Bahamas or Cartier watches, the bloc’s common pot would lose support from member states.

Hungary and Poland are two of the countries that, to date, have refused to join enhanced cooperation to set up the public prosecutor’s office.

The Netherlands, Sweden and Malta also ruled out supporting the project, as they are wary of the negative impact it may have on their national judiciary systems. Meanwhile, Denmark, the UK and Ireland have an opt-out on judiciary matters. 
This week, the European Parliament gave its approval to the EPPO. The Council is expected to give its final blessing next week.

يحتاج الأوروبيون إلى تعلم التحدث باللغة العربية.

Lo insegnavano compiutamente alle Frattocchie, ma il buon insegnamento non si disperde.

«I bambini dovrebbero imparare a parlare l’arabo per fare un percorso inverso e contribuire all’integrazione .... l’insegnamento della lingua araba a tutti».

Questa è la proposta della sig.ra Sofia Zemmale, consigliera del partito democratico presso il Comune di Rivalta.

Cerchiamo allora di ragionare come ragiona e ragionerebbe un buon iscritto al partito democratico.

1. Si istituisce l'Agenzia per lo studio dell'arabo.

2. Una sede nazionale con presidente, cda, ed almeno tremila funzionari.

3. Una sede in ogni capoluogo di regione, con presidente, cda, ed almeno un migliaio di funzionari.

4. Una sede in ogni Comune, con un presidente, un cda, ed almeno un funzionario per ogni classe scolastica ivi presente.

5. Un corpo docente, due per ogni classe, da selezionarsi all'interno degli iscritti al partito democratico.

Per il personale docente la conoscenza della lingua araba è benvenuta, ma sicuramente non necessaria, per non discriminare gli iscritti che non la conoscessero.

Gli oneri derivanti dall'istituzione di codesta agenzia saranno ripartiti pro quota tra le regioni il cui presidente non sia incardinato nel partito democratico.

I fondi europei raccolti per codesta iniziativa avanzata saranno versati direttamente sui conti correnti svizzeri della dirigenza del partito democratico.

A sentire il PD si prospettano tempi duri per i bambini italiani, che in alcune classi quest’anno si sono ritrovati ad essere minoranza nel nostro Paese e questo creerà notevoli problemi riguardo difficltà nell’inserimento e nell’apprendimento della lingua madre, visti appunto la maggior parte di bambini stranieri provenienti da ogni dove. Se non bastasse questo, una violenta polemica verbale è scoppiata nel primo Consiglio Comunale post pausa estiva nel comune di Rivalta. Durante il momento delle interrogazioni, una consigliera di maggioranza, tesserata per il pd (partito democratico), ha lanciato una proposta che ha suscitato da subito polemiche in seno all’aula consigliare e poi anche fuori, dove alcuni cittadini hanno chiesto le dimissioni di Sofia Zemmale (questo il nome della Consigliera Pd, nata a Casablanca nel 1975 ma cittadina italiana e residente da noi da 20 anni). Ecco le sue parole:

“I bambini dovrebbero imparare a parlare l’arabo per fare un percorso inverso e contribuire all’integrazione”, ha detto in aula suggerendo “l’insegnamento della lingua araba a tutti”.

Immediato e diremo quasi scontato l’intervento dell’opposizione, in particolare del consigliere di Forza Italia Michele Colaci, che ha stigmatizzato le parole della Zemmale, criticandola in modo aspro, con queste parole: “Per la sinistra, evidentemente non è importante se i bambini hanno poca dimestichezza con l’inglese, il cinese, il tedesco, utili per il loro futuro: è importante invece – ha dichiarato – affrettarsi a imparare l’arabo, per far integrare i compagni di classe islamici. Penso che la scuola italiana dovrebbe insegnare la nostra cultura ai figli degli immigrati e non viceversa”.

Colaci poi ha sottolineato qual è a suo avviso la vera emergenza nelle scuole: ” La manutenzione: un problema che aspetta rapide soluzioni”.
